is tolerance bad?

i happened to read few words from apj.abdulkalam's vision2020. he dealt bout the development of India. i do ask you one question?why do you want to be a developed nation?don't we achieve things now?a river {flowing}is more powerful than a pond{stagnant}.we learn a lot when we are at motion than at rest.so let us be developing.achieving.wet us not fix a goal,a limit.let us march on and on,and so our spirit will not be lost.
and the next thing is i found many advantaged which kalam thought as drawbacks.few are- greater tolerance ,the lack of a sense of retaliation,more flexibility in accepting outsiders,emphasis on personal security.
so tolerance is bad?in my view certainly not. because of the lack o f tolerance many murders and unwilling acts occur in many of the foreign countries.because of that we invite many religions and cultures to our country.and because of that great tolerance of us we had not invaded anyone till now.
and in same way all the other factors are also good.if we had a sense of retaliation ,we had fought against the British and it had took too many years to get freedom. flexibility is a fox's character .it is better to bent than break.
